The European Commission proposed on October 30, 2026, making €45 billion available under the Ukraine support loan for 2027. The Brussels proposal still requires adoption by the Council of the European Union.

The Commission says the allocation is the remaining half of a €90 billion loan covering 2026 and 2027. It would support Ukraine’s public finances and defense industry, with payments targeted to begin in early 2027 after Council approval. How the Ukraine support loan would be allocated

The draft decision assigns more funding to defense industrial capacity than to budget assistance. Its proposed allocations below are maximum amounts for 2027, rather than payments already made to Ukraine.

Proposed Ukraine support loan allocations for 2027
2027 support channel Proposed maximum
Ukraine Facility budget loans 6.65 EUR billion
Macro-financial assistance 6.65 EUR billion
Defense industrial capacity 31.7 EUR billion

Defense industrial support accounts for the largest proposed allocation.

The Commission’s draft divides budget support equally between loans through the Ukraine Facility and macro-financial assistance. It says financing would come from borrowing by the Commission on behalf of the EU.

Conditions and assessment

The Commission says budget assistance would carry conditions covering the rule of law, anti-corruption, economic resilience and sustainability. It also says the instrument would include safeguards protecting the EU’s financial interests.

The draft decision says the Commission assessed Ukraine’s financing strategy for completeness, feasibility and consistency with external information. It describes consultations with the International Monetary Fund on projected financing needs, alongside work with international donor and defense-support groups.

According to the proposed decision, the amount takes account of Ukraine’s expected external financing gap and contributions from other donors. The period covered runs from January 1 through December 31, 2027.

Council decision comes before disbursement

The Commission’s announcement says the Council will decide the allocation across the Ukraine Facility, macro-financial assistance and defense industrial support. The proposal therefore does not itself authorize an immediate transfer of the full annual amount.

The Commission says it will take the steps needed to begin disbursements in early 2027 once the Council adopts the assistance. It describes the budget component as support for essential public services and the functioning of the Ukrainian state.
